No, you could use IE to read Chinese webpages anywhere in the world.

Just simply set the "Encoding" option to "Chinese simplified" or "Chinese traditional".

Sorry, no Encoding for most of the computers to read Chinese-----you need to install a Chinese softward such as richwin first !
The computers here don't have such an installment.
We use "English Window" not "Chinese Window".

My computer can read but not to "write".

I think I didn't make myself clear.

So, I just want to say that 99% of the computers in the would could read Chinese webpages, becaue almost every computer has Microsoft Internet Explorer(IE) or Netscape. Either of them(IE and Netscape) supports Chinese encoding, which means you could read Chinese webpages without any Chinese software.. It has nothing to do with the computer operating system. I believe that's why your computer can read Chinese, but cannot write it.
